Invitation to Submit an Expression of Interest - Review of the Western Melbourne Transport Strategy

LeadWest (acting for the Western Transport Alliance) invites Expressions of Interest for consultancy services to assist with review and refresh of the Western Melbourne Transport Strategy from suitably qualified and experienced persons for a contracted period [ideally no more than three (3) months].

An Expression of Interest (EOI) must be submitted in accordance with the document available for download below and all guidelines must be followed to submit a conforming EOI.

Project Purpose

Overall

  • To ensure the Western Melbourne Transport Strategy expresses a current regional viewpoint on addressing the transport challenges and opportunities facing the Study Area, reflects current and proposed government priorities for transport infrastructure and services applicable to the Study Area, and identifies suitable alternate or potential transport solutions beneficial to the Study Area, including innovative solutions.
  • To review the strategic direction of the Western Melbourne Transport Strategy 2012-2030 taking into account current and future transport demands, existing and proposed transport projects, in addition to examining  scenario planning for strategic land use proposals and opportunities within the region.

Specifically

  • To update the strategic context, statistics and statements in the Western Melbourne Transport Strategy 2012-2030; including demographic statistics, economic data, traffic volumes (including freight), public transport service levels, and active transport trends.
  • To incorporate key findings from the integrated transport strategies of the local governments of Melbourne’s west, and regional traffic modelling undertaken since publication of the 2012 Western Melbourne Transport Strategy.
  • To reflect current, proposed and potential major land development plans and policies for the region and the impact on transport.
  • To update the region’s priority projects taking into account government policy decisions made since publication of the Western Melbourne Transport Strategy 2012-2030, including the Regional Rail Link, Melbourne Metro Rail project, Ballarat Line Upgrade, the Level Crossing Removal Authority’s list of priority projects, lease of the Port Melbourne, the West Gate Tunnel (Western Distributor) project, the M80 Upgrade project, the CityLink Tulla Widening project, and Western Package of the Outer Suburban Arterial Roads program.
  • To incorporate the recommendations of the Western Melbourne Transport Strategy - Freight Strategy Report findings and priorities including outcomes from the Trucks in the Inner West project.
  • To incorporate the findings of the Western Metropolitan Regional Trails Strategic Plan draft report and the recently nominated VicRoads Strategic Cycling Corridors.
  • To update maps contained in the Western Melbourne Transport Strategy 2012-2030.
  • To update transport infrastructure priorities across Study Area, including incorporating VicRoads Metro North West Region Transport Network Plan and the associated Draft Investment Pipeline.
  • To ensure the updated Western Melbourne Transport Strategy 2012-2030acknowledges current regional transport positions of the Australian Government and Victorian Government
  • To reformat the Western Melbourne Transport Strategy 2012-2030 so that it documents a priority program of projects which can be presented for endorsement by Victorian Government agencies.
  • To provide recommendations to promote the Western Melbourne Transport Strategy 2012-2030 and its list of priority project within a new ‘Advocacy Strategy’ document.
